COVID Booster Leave Summary and Key Provisions

 

Pursuant to Governor Cooper’s Executive Order #257 (“Establishing an Incentive Program to Encourage State Employees to Receive Their COVID-19 Booster Shot”), UNC System President Hans has authorized the Chancellors of the UNC constituent institutions to provide the COVID-19 Booster Shot Incentive Leave to leave-earning university employees following the rules provided in the executive order and the corresponding Office of State Human Resources policy.

Eligibility and Key Policy Provisions

  • A one-time allotment of eight hours of paid leave is available to all leave-earning employees who receive their COVID-19 booster shot on or before August 31, 2022.
  • Probationary, time-limited, and permanent employees are eligible for this leave.  Temporary employees are not eligible.
  • The leave is prorated for leave-earning part-time employees.
  • New employees hired after the date of implementation of this policy are also eligible provided that they meet all other requirements.
  • Receiving a booster shot is entirely voluntary. Employees are not required to participate in this program.
  • The leave is available only for the first booster shot received.  Second booster shots do not provide additional leave.
  • The leave applies to employees who received their first booster shot at any point prior to the implementation of this policy and those who receive it prior to August 31, 2022.
  • Consistent with other types of leave, supervisory approval is required for employees to use the leave and time off should be scheduled in advance whenever possible.
  • This leave is not paid out upon separation from employment.
  • This leave is not transferable to another state agency or university.
  • Any unused leave will expire as of March 31, 2023 and will not be paid out.

Procedures

  • Leave-earning employees who have uploaded proof of having received a COVID booster shot are able use the leave immediately and report it on their regular time sheets or leave reports using leave code CBL (COVID Booster Leave).

 

  • Leave-earning employees who have not yet provided proof of having received a COVID booster shot will be provided the leave allotment when proof is uploaded prior to August 31,2022.
