Update on FY 2023-24 Budget and Pending Salary Actions

The state budget for Fiscal Year 2023-24 bill became law on Oct. 3, 2023, ending the pause on many salary actions that had been implemented in July.

As we coordinate with the state to implement the legislative salary increase (LSI) and the other salary actions affected by the pause, here are some important things to know:

  • The Continuing Budget Authority ("the pause") under G.S. 143C-5-4 automatically expired when the budget bill became law on October 3, 2023.
  • All EHRA-faculty, EHRA non-faculty, and SHRA staff will receive a 4% salary increase in the October 2023 Payroll. Increases will be calculated against the June 30, 2023, base salary with a July 1, 2023, effective date.
  • Following the implementation of the legislative increase, paused position reclassifications and salary increases submitted in PeopleAdmin between July 1 and October 3, 2023, will be processed in the order in which they were submitted, calculated against the effective date (retroactively), by the November 2023 payroll.
