EPS Non Faculty

Introduction

The Office of Human Resources is responsible for classification and compensation actions with EPS (Formerly EHRA) Non Faculty (EPS-NF) positions.

The Director of Human Resources serves as the liaison between the University of North Carolina General Administration and Appalachian State University in matters involving EPS -NF to include but not limited to:

  • The establishment and classification of Senior Academic & Administrative Officer positions through HRAB and the President of the UNC-GA.
  • Delegated authority to approve EPS-NF Instructional & Research positions including salary changes.
  • The development and/or revision of EPS-NF policies, as necessary, which includes securing approvals, policy dissemination and interpretation.
  • The EPS-NF grievances and appeals process.
  • The EPS-NF performance management process.

General Overview of Non Faculty Position Categories

EPS  Non Faculty positions are broadly divided into three categories: Research, Instruction, and Senior Academic and Administrative Officers (SAAOs). Any position which is requested for classification to EPS  non faculty status must be classified into one of these categories. Detailed guidance on these criteria is available at the UNC General Administration website in policy number 300.1.2 and 300.2.5[G] and on this website.
In considering whether a position qualifies for a particular EPS  non faculty classification category, an important guideline is whether at least 50% or greater of the position's primary duties and functions satisfy the job content and criteria specified by the EPS non faculty guidelines.

Process Steps 

With approval of delegated authority for designating positions that would be EPS as defined by G.S. 126-5(c1)(8), the following process will be followed when positions are reviewed for this classification:

To create a new position:

  1. Create a position description in PeopleAdmin. 
  2. HR will review the position description to determine whether the position qualifies as EPS or will submit it to the appropriate authority based on the Approval Authority for Personnel Appointments, Promotions, and Compensation Actions Involving UNC Positions Exempt From the State Human Resources Act (EHRA)and may ask the requester for clarification, revision or expansion of the job description.
    • If it is determined the position description does not fit the definition/guidelines, the position descrition will be returned to the division originator for further review, HR may offer assistance and advice to the requesting department on the appropriate classification of this position.
    • If it is determined that the position meets the definition/guidelines classified as EPS, HR will complete the EPS Designation Request Form (if it is necessary) to have it approved by the Human Resources Advisory Board in Raleigh.     • If necessary for determination, HR may send the complete job description to the Office of the President for final determination.
    • An electronic inventory of all EPS Non Faculty job descriptions will be maintained by HR.
  3. Conduct the search process as outlined by the Office of Human Resources. (you may contact their office at 828.262.3187 if you have any questions)
  4. Complete the Offer Letter and the EHRA Pay Authorization (PDF, 142 KB)
  5. The Contract Initiator in your Division will create the contract and complete the final steps in PeopleAdmin (PDF, 142 KB)

To change an aspect of a position (name change, update duties/responsibilities, title or salary change):

  1. Review the position description in PeopleAdmin. If there are any changes that need to be made, the hiring authority or above level user group can start an action in PeopleAdmin to update the position.

To change an SHRA position to an EPS position:

  1. Create a new EPS position description in AppState Careers (PeopleAdmn) 
  2. HR will review the position description to determine whether the position qualifies as EPS or will submit it to the appropriate authority based on the Approval Authority for Personnel Appointments, Promotions, and Compensation Actions Involving UNC Positions Exempt From the State Human Resources Act (EHRA)and may ask the requester for clarification, revision or expansion of the job description.
    • If it is determined the position description does not fit the definition/guidelines, the job description, organization chart, and justification for denial will be sent to the division originator for further review and HR may offer assistance and advice to the requesting department on the appropriate classification of this position.
    • If it is determined that the position is classified as EPS, HR will complete the EPS Designation Request Form (if it is necessary) to have it approved by the Human Resources Advisory Board.
